Project Cyrodiil introduces many new factions, some of which are Cyrodiilic branches of existing factions, as well as some people who are members of existing factions from Morrowind. The new factions are technically defined by Tamriel Data, and all of its defined factions are listed here.

These are factions found in Morrowind that have a presence in Cyrodiil.

These factions are Cyrodiilic branches of existing factions found in Morrowind that are added by Tamriel Data.

These are new factions found in Cyrodiil that are added by Tamriel Data and unrelated to the factions found in Morrowind.
