Lloris Dalan told me to deal with two outlanders, Cirtiel and Hastophos Velifer, whose outlandish heresy is causing trouble for the Temple. I should persuade them to mend their ways. Both outlanders can be found in the city of Old Ebonheart. Since the Temple has no jurisdiction there, I was told to use extreme discretion. |

I have confronted both Cirtiel and Hastophos Velifer about their respective heresies. If I feel like I've done all that I can, I could get back to Almas Thirr and let Lloris Dalan know what I've achieved. |

Hastophos Velifer told me that so long as necromancy is legal in Old Ebonheart, he won't quit practicing it. |

In an attempt to reach a compromise, Hastophos Velifer promised me that he won't offer his services to native Dark Elves anymore. However, since necromancy is legal in Old Ebonheart, he refused to give up his heretical profession altogether. |

Hastophos Velifer reminded me that necromancy is legal in Old Ebonheart. Perhaps there might be a way to put an end to Velifer's outlandish heresy without bloodshed. Laws can be rewritten, after all. I could ask around about this and find out more. |

I was told that someone at the local Barristers' Guild might be able to tell me more about how necromancy is legal in Old Ebonheart. The Guild of Barristers is located on the High Street, in the west side of Old Ebonheart. |

I was told by an expert on the Imperial law that even though necromancy is legal in Old Ebonheart, there are a number of cities in the West where the practice has been made illegal within the city limits. Perhaps I could persuade the local lawmakers to issue a similar ban on necromancy here. I should speak with the Burgrave of Old Ebonheart, Caros Cocceius, who can be found in the Ebon Tower. |

|
Burgrave Caros Cocceius initially dismissed the notion of making necromancy illegal in Old Ebonheart. However, he also admits that he doesn't know enough about the issue of necromancy to really form a strong opinion. He said that I should take this matter to Nerasa Veran, who is the Minister of Temple Affairs, and see what she thinks. The minister can be found in the east offices of the Curia building. |

Minister Nerasa Veran says that she has the Burgrave's ear on all matters pertaining to the Tribunal Temple. Whether or not I can persuade Neran to tell the Burgrave that he should issue a ban on necromancy remains to be seen. |

|
Nerasa Veran has fallen out of the Temple's good graces ever since she became a Minister working for the Empire. The Order of Inquisition is even investigating her for heresy. Before she does any favors for me, Veran wants the Temple to vindicate her and have her assets seized by the Inquisition returned. |

|
I told Nerasa Veran that she would get no favors from me. |

|
Nerasa Veran told me that she'd wait for me to get the confirmation that the Temple will do as she asks. I suppose I could speak with a Master, a Patriarch or a Matriarch of the Temple about this. |

|
The Temple has agreed to do as Neresa Veran asks. Her belongings will be returned to her and the Order of Inquisition will no longer investigate her. I should go back to the Ebon Tower and tell Nerasa Veran the good news. |

|
Despite not really having the authority to make such promises, I told Nerasa Veran that the Temple would clear her name and return her confiscated belongings. |

Nerasa Veran agreed to put forward a motion to make necromancy illegal within the city limits of Old Ebonheart. It would make it impossible for Hastophos Velifer to practice his outlandish heresy any longer. She is confident that the Burgrave will do as she suggests. Lloris Dalan should be quite pleased. |
