The Blades are the elite espionage and diplomacy service of Emperor Uriel VII. Publicly, members of the Blades are courtiers of noble courts and diplomats for the empire, though privately, many members act as the empire's spies. Such agents conceal themselves with secret identities, operating in disguise throughout the empire. As the emperor's hidden eyes and ears in the provinces, they watch the emperor's enemies, look for opportunities, make reports, and act on the emperor's command.

Agents on Morrowind are officially headquartered in Old Ebonheart's Ebon Tower; however, the vast majority of agents stationed in this province are found in the field, concealed as unassuming citizens of the empire. On the island of Vvardenfell, Blades operatives are overseen by Grand Spymaster Caius Cosades, though this is largely a ceremonial role as most of these agents operate autonomously.
