If you arrive at the entrance to Tormented Spire before the events at Fort Virak, approaching her:

"Fascinating! The ebb and flow of magicka, so deft."

She will direct you to find Walks-in-Ash at the aforementioned fort:

"Greetings, traveler. You'll go no further up the river here, I'm afraid. A mystical ward bars the path up to Tormented Spire. An unstable ward, at that."

What is it?

"Part of an ancient system of magical protections. Tormented Spire is a prison, the final rest for a beast out of legend. Normally these wards would be calm, pristine. As you can see, they are anything but."

Why are you here?

"I was sent by an egg-sister, Walks-in-Ash. She wanted me to examine the wards and report back. Will you get a message to her?
If you're willing, head to Fort Virak. North of here. They should be able to get word of the instability to her."

I'll head to Fort Virak, then.

Speaking to her again after accepting the quest:

"I will keep an eye on the barrier, in case anything changes. You go find Walks-in-Ash!"
