Sanguine's Overseer is the overseer that will appear at the end of the related quest. He will only appear when the sewers are occupied by Sanguine's revelers. Once he appears he will patrol the area closest to the entrance. The overseer is a Breton ravager wearing Xivkyn style heavy armor.
