Two groups - Dunmer slavers and Argonian smugglers - have taken up residence in various locations southeastern Cyrodiil. There are several ways to start this quest:
The quest itself is pretty open-form: once you find out about the slavers and smugglers, you can work your way into the good graces of one faction or the other by doing various tasks like killing the leaders and freeing slaves.
If you choose to side with the slavers, you'll have to kill off the smuggler leaders: Yeshani (Gloom Way), Kizra (Red Gill), and Eidkee V'shiir (Blood Clot).
If you choose to side with the smugglers, you'll have to free the prisoners in Collapsed Mine and/or Seran Camp, and kill off the leaders: Chief Vandral Lerys (Collapsed Mine) and Chief Derahed Faylu (Marsh-Punk Camp).
Once you've gained the trust of one side or the other, you can buy and sell items to them.

I have read a logbook from Vandral Lerys, the leader of this slaver base. Quite a charmer, this Lerys. Other than noting a few Argonian hideouts and names, the logbook is not very informative as to how the operation is run. Looks like Lerys expects to conduct it as if it were "business as usual," despite the ban of slavery in Vvandenfell. He does, however, mention Derahed, another leader of Slavers and shipments of slaves from Seran. Rough bunch, it would take some fighting to make friends around here. |

I have found Kizra's lair. She is nearby. The way she carries herself around indicates that she knows of her importance to this group of Argonians. This also explains why the small cave is stocked with tools, furniture and a bedroll. It does not appear like much, but to these frugal Argonians it is a sign of distinction. |

Its most recent entries are interesting because they chronicle the arrival of the slavers to Black Marsh. Yeshani mentions Eidkee and Kizra, of whom I have already learned. Yeshani's wisdom is apparent in these writings--she convinced Eidkee to accept strangers' help, should they prove themselves first, in exchange for contraband goods, because she knew that they cannot rely on the Legion to fight against the slavers.

I found a message from Eidkee to Kizra in Red Gill. He asked that a group of smugglers from Kizra's lair attack the slaver encampment at Seran and free its imprisoned Argonian kin. He also wanted Kizra to use her contacts to alert the legion about the slavers' arrival, even if he does not trust that they would be able to help much, given their current situation. This is why he suggested Kizra to make use of strangers provided that they prove their loyalty. Fighting slavers would be a first step in gaining their trust. |

It is clear that they have resorted to solve the problem by themselves. Even though they are proud and secretive, this writing further confirms that they now entertain the idea of accepting strangers' help against the slavers. Yet, trust will not be easily gained unless loyalty to their cause is proven first--freeing slaved Argonians may be a good start.
