I am merely quoting what was said on the Bethesda forums. Crysis was well-known at the time of its release for straining even the most powerful of hardware. The implication was that one could add an excess of mods to Morrowind to the point where it would be more hardware-intensive than Crysis, which would be ludicrous. It's a type of surreal humour.
