Count Reman IV, mostly known as Reman or Emperor Reman IV, was an Imperial warlord and pretender to the Ruby Throne. He was an ambitious noble who ruled over Cyrodiil during the Interregnum, extending his influence to Western Skyrim, Elsweyr, the Daggerfall Covenant and portions of Black Marsh. Through sheer tactic and strong leadership, he ascended to nobility and amassed a formidable army, enabling him to claim the title of Emperor of Cyrodiil. Despite being generally patient and amiable, he harbored a deep-seated animosity towards Altmer, disdain for soldiers who didn't take warfare seriously, and a conviction—or perhaps arrogance—that he was more deserving of the Ruby Throne than most other pretenders.

The current capital of his Empire is located in Fort Redwater, where he holds court while the White-Gold Tower isn't free of Daedra. When he is not taking care of his capital-city or managing his Empire through it's many component states, Reman is protecting his trading routes in the flagship of his fleet, the Dragon of the West.

The Second Empire of Cyrodiil, commonly known as The Empire, was a state established by Reman IV following the dissolution of the previous empire during the Interregnum in 2E 582, proclaiming itself as the spiritual successor to both the previous empire and Reman I's Second Empire. Although identified as an empire, it differed from the Alessian Empire, Second Empire, and Third Empire in that it was never ruled by a Dragonborn emperor, despite Domihaus being acknowledged as one years after his passing and and being conferred the title of honorary Emperor.

History[edit]

After the collapse of the previous empire in 2E 582 [1], Reman seized the opportunity to reorganize his legions and form a new government based in his county in Fort Redwater. From this fortified citadel, he began an ambitious campaign of expansion. Utilizing strategic trading schemes and providing much-needed aid to struggling provinces, Reman and his council steadily extended his influence throughout Tamriel, laying the foundations for what would become the Second Empire.

The Empire's territory gradually expanded over the years. At its inception, it encompassed only central Cyrodiil, including the Nibenay Valley and the Heartlands, but notably excluding the White-Gold Tower, which remains under Daedric occupation to this day. Other regions of Cyrodiil, such as the Counties of Skingrad, Kvatch, Anvil, and Leyawiin, remain independent.

In Sun's Height of 2E 590, after assisting Elsweyr in dealing with the dragon invasion[2] and aiding the Reach against the attack from The Greyhost[3], Reman successfully secured guardianship over both regions, safely annexing them into the Empire. Less than a year later, in Rain's Hand of 2E 591, Reman achieved another significant victory by defeating the Celestial Serpent in Craglorn and banishing Xalvakka from the city-state of Rockgrove in Blackwood's deep swamps[4]. For these feats, he was granted Lordship over Craglorn, under the unique title of Ophidian Overlord, and was acclaimed as the Defender of Rockgrove by the local Ca-Uxith tribe, bringing both territories under imperial control.

Later that same year, in Sun's Dusk, Reman further expanded imperial influence by aiding Count Stefan Mornard in quelling the Firesong druids' rebellion[5], earning guardianship over the County of Galen. In Midyear of 2E 591, after helping to banish Lord Falgravn and his army of sea giants[6], Reman was honored with the title Shield of the North, successfully annexing Western Skyrim into the Empire.

The most recent expansion occurred in Second Seed of 2E 592, when the reformed Elder Council ratified the total annexation of the Daggerfall Covenant and its territories, further solidifying the Empire's dominance.

Little is known about what became of the Empire during the chaotic decades of the Second Era. When Tiber Septim's conquests happened in the Ninth Century of the Second Era, the Empire had long ceased to exist. Cyrodiil was divided between the Nibenese east and Colovian west, and remained so until reunification under the warlord Cuhlecain, whom Tiber Septim served as a general at the time.[7]

Culture and Society[edit]

The Empire's culture is deeply rooted in commerce and militarism. Trade forms a cornerstone of daily life, driving economic prosperity and extending the Empire's influence across Cyrodiil and beyond, with merchants and trading companies playing crucial roles in shaping economic policies and international relations.

Citizens take great pride in their status as imperial subjects, fostering a strong sense of loyalty to the Emperor and his council. This loyalty is not only a matter of duty but also a source of deep-seated pride. Citizens see themselves not just as residents of the empire, but as integral parts of its grand vision and legacy. This pride leads to passionate support for the expansionist agenda, as citizens believe that the empire's rule brings stability, opportunity, and cultural enrichment to all who fall under its banner.

  • Imperial Legion

The imperial military is predominantly represented by the Reman Legion, personally commanded by the Emperor himself. Admission into this prestigious legion is reserved for the most loyal individuals, who are rewarded with privileges akin to those of the White-Gold Knights. Membership and privileges within the legion are maintained based on the legionnaires' continued demonstration of loyalty to the Emperor and his Empire.

  • Orders of Knighthood
    • Knights of Reman: These esteemed knights are regarded as the founding fathers and mothers of the empire. Their deeds and contributions laid the foundation of the empire's current strength and stability. Presently, there are only fifteen Knights of Reman, each holding a revered and almost legendary status.
    • White-Gold Knights: This order consists of individuals who have performed exceptional and meritorious deeds for the Emperor and the Empire. Examples of such deeds include the contribution of substantial amounts of gold to support mercantile activities or a legionnaire of the Reman Legion who has distinguished themselves significantly, proving himself immensely valuable to the Empire. Membership in this order is a mark of high honor and distinction.
  • Religion

While the Empire officially follows the worship of the Eight Divines, in practice, its religious devotion is heavily centered on a few key figures. The human Worldly God-Hero Reman and the Daedras Jyggalag, Azura, Hermaeus Mora, Sanguine and Hircine, the only Daedra not forbidden from worship, hold significant places of veneration. The teachings of the prophet Marukh, also known as the Monkey Truth, also play a crucial role in the religious life of the empire. Moreover, the empire exhibits a strong tradition of idolizing its imperial saints, deeply influencing the spiritual practices of its citizens. Above all, Domihaus, the last Minotaur Dragonborn, is idolized almost as a principal deity, serving as a focal point of worship and devotion, revered not only for his dragonborn lineage but also as a posthumous emperor.
