Golgrom gro-Argal is a Fisherman found standing by his small boat at the Helnim waterside. He acts as a key witness during the quest, It Belongs in a Museum, providing intel on precisely where suspected smuggling in Dwemer goods is occurring. He does need to like you a decent amount (+60) before revealing this information however.
