Devas Terano is a Dark Elf warlock and Hireling of House Telvanni who can be found in his house in Tel Ouada. He and his associate, Aligae, are looking for a Daedric artifact called the Soul Anchor that is supposed to be in a nearby Daedric ruin.

During the events of his related quest 'A Coldharbour Keelhaul', he will relocate to The Black Ogre Tavern in Nivalis.

He wears a common robe and a pair of common shoes. He wields a wooden mace and carries 42 gold.

Aside from his natural resistance to fire and the sanctuary provided by his ancestors, he knows the following spells: Blood Curse: Fatigue, Calm Creature, Calm Humanoid, Cure Common Disease Victim, Daedric Bite, Dire Shockball, Fire Storm, Firebloom, Flamebolt, Frost Bolt, Frost Storm, Frostbloom, Shadow Weave, Shockbite, Strong Resist Shock, Vivec's Wrath, and Weakness to Corprus Disease.

On the upper floor of his house, there are 3 black pearls on a plate on the desk. There is little else of note.

"Greetings, %PCRace. Say, you look like a seasoned ruin-dweller. Would you care to help a humble scholar in his research concerning a certain item called the Soul Anchor?"
"Do you have the Soul Anchor?"

When he has moved to The Black Ogre Tavern:

"%PCName... What -- what a pleasant surprise. What brings you here? I hope this isn't about the Soul Anchor because my research is nowhere near finished."

If you let him live:

"My smuggling days are over, %PCName. I will never trick anyone to steal Daedric artifacts for me ever again. Honest."

When he has moved to The Black Ogre Tavern, you failed to meet the deadline, and have defeated Noga-Togroi:

"%PCName! What brings you here? I'm glad to inform you that my... ahem... research with the Soul Anchor was a great success! Very enriching indeed."
  • Baelkashpitu:
'Baelkashpitu is in Boethiah's Spine, not far from here. If you go directly southwest you'll face a nearly impossible climb, unless you are a master acrobat or know levitation magic. You can get there more easily if you head south around the hills and back up the valley leading to Bal Oyra, keeping an eye on the mountainside on your right for the shrine. It's rather large and menacing, so it shouldn't be hard to spot."
  • Soul Anchor:
"The Soul Anchor is a minor artifact of Daedric origin. It's believed to be a weapon which has the ablity to harvest the very souls of its victims. While this kind of magic is not unheard of, I believe it would be worthwhile to study it. The artifact is currently located in the Daedric shrine of Baelkashpitu. I am offering you a hefty reward for relocating the artifact here, to me."
  • Sounds tempting. I'll do it.: "Excellent! As I said, the artifact is in Baelkashpitu, which is located up in the mountains southwest of here. The worshippers are likely to be unwelcoming hosts, but a brave adventurer such as yourself should have no trouble dealing with them. Off you go then. Come back when you have the Soul Anchor."
  • It is not wise to steal from the Daedra.: "I like to think of it more as a way to enrich... our knowledge of Daedric artifacts and such. Besides, the shrine is probably filled with other more important treasures -- who would notice one tiny item missing?"
"Come back when you have the Soul Anchor, %PCName. *Clears throat* Time is money as they say."
"Oh, it looks magnificently expensive! Thank you, %PCName. Here's your cut -- I mean the reward that I promised. Now leave me alone. I need to evaluate this artifact in private with my colleague Aligae..." Goodbye (Disposition up by 10, removed Soul Anchor from your inventory, and you receive 500 gold)
"Didn't I give you your cut already? Now, if it's not too much to ask I'd like you to leave me and my colleague alone."

When he has moved to The Black Ogre Tavern:

"A Daedroth from the shrine is after you? I'm very sorry to hear it. I had no idea that the Soul Anchor was cursed that way... I wish I could give it to you, but as you know, I'm in the middle of my research right now."
  • I know you've lied to me. If I don't return the artifact to the shrine, we're both going to die!: "We're both going to die? You mean... me too? Fine. Take it! Return it to the shrine. No amount of gold is worth dying for. I don't wish to have anything to do with the cursed thing anymore!"
  • I'm afraid returning the Soul Anchor isn't enough. Noga-Togroi wants me to kill you.: "What? You can't be serious. Look, %PCName, I'm sorry I dragged you into this mess and I'm sorry I lied to you. If I were you I'd be mad too, but please look into your heart and have mercy on me!"
  • You will die now.: "No, %PCName! I'm not going to let you do that!" Goodbye (Disposition down by 45, and he attacks you)
  • I'll let you live. Return to your home.: "Thank you, %PCName. I owe you my life!" Goodbye (Disposition up by 25, and you receive Soul Anchor)

When he has moved to The Black Ogre Tavern, you failed to meet the deadline, and have defeated Noga-Togroi:

"Oh? The artifact was cursed and its guardian nearly killed you? What a mess. But all's well that ends well, is it not? You're still alive, and I'm a man of considerable wealth now that I've sold the Soul Anchor. It was worth quite a fortune. Here. Take these coins for your trouble. No hard feelings, %PCName?" (You receive 500 gold)
  • Sure. No hard feelings.: "I'll be returning back to Tel Ouada then. Thank you for your help, %PCName. You're a good sport. Aligae and I couldn't have done this without you." Goodbye
