Caecalia Victrix

Caecalia Victrix is an Imperial knight and a Knight of the Imperial Dragon of the Imperial Legion. She can be found in the strategy room near the top floor of the Legion Headquarters, in the Ebon Tower of Old Ebonheart. She is the Lord General of the Legion in Morrowind, although before that she was the protege of the disgraced General Casik. She acts as a key witness in the events of Belated Justice.

Caecalia may appreciate honor in her superiors, but is not above carrying out underhanded schemes for the sake of maintaining strategic advantage. For example, she is secretly supporting a necromancer in his occupation of the Velothi tower of Haliwaran, in defiance of Dunmer sensibilities about necromancy in Morrowind. This has the effect of preventing the expansionist Indoril Ilvi from easily establishing a walled tower close to Old Ebonheart's walls, and she is far from overjoyed in the event that you ultimately kill her necromancer stooge. Caecalia will however agree to pay you for turning in the evidence of the Legion's involvement in this affair before the Indoril find it.

For protection, she wears an Imperial ebony cuirass with matching boots, bracers, and pauldrons. For clothing, she wears a common shirt, a pair of common pants, and an Imperial leather skirt. She wields the unique Lord General's sword and carries an Imperial dagger, an Exclusive Fortify Strength potion, and an Exclusive Fortify Luck potion.

Aside from her natural charm and ability to absorb fatigue from others, she knows the following spells: Masterful Stolid Armor, Masterful Deep Biting, Masterful Denial, Masterful Hewing, and Vivec's Mercy.

On the next floor up, she has a bedroom behind a locked door (75). On the small chest of drawers near the door, there is an Imperial ebony helm and there is also a Silver Flameskewer in the spear holder next to the drawers. Leaning against the bookshelf is an Imperial ebony shield with a pair of Imperial Templar boots behind it. Also on the bookshelf is a silver saber, 3 bottles of Cyrodiilic brandy, and 2 bottles of Colovian Battlewine. There is another bottle each of Cyrodiilic brandy and Colovian Battlewine on the desk. Most notably, there is a stone safe behind the small Legion banner hanging on the diagonal wall opposite the bed. It can be unlocked by unlocking the right-hand painting Nafaalilargus at Hunding Bay (80), then activating the painting, which will move up the wall and show a button. Pressing the button will make the stone wall facade slide the the side and reveal a display case with the artifacts Scales of Nafaalilargus and Claw of Nafaalilargus hanging inside.

"I served under General Casik thirty years ago as the General's personal aide. He was a traitor, yes, but his plan did not come to fruition, and I do not wish to see him die. He was once a man of honor, and I honor the memory of the officer he once was. I gave my evidence against him, and because of my testimony, he has been incarcerated in the lower dungeons for the last three decades."
  • What was the evidence?:
"He spoke to me personally. To join him in his treason, he tried to buy my honor with gold, but I refused to join in his machinations and reported him to the king."
  • So what treachery did he propose?:
"We were to disguise ourselves and our men as Dunmer, lead a detachment of Imperial troops into Black Marsh, and attack a village on the other side of the border, instigating war between the Dark Elves and the Argonians. Not long afterwards, one of our agents reported that a squad of Black Marsh warriors had been lying in wait for a purported Dark Elf incursion. Had we attacked, we would have blundered unawares into an ambush. When I reported General Casik's plot and bribery attempt, he was imprisoned."
  • If he really committed treachery, why wasn't he executed?:
"It was my word against his. We were both highly respected officers, but General Casik had an excellent reputation as being above reproach. He claimed we never had the conversation and couldn't explain why I would make such an outrageous charge, but I had a witness. Another officer was with me who saw me speaking with the general but didn't overhear what we were saying."
