Level and Health

I am making a list of merchants and guild traders in Outlaws Refuge halls. It looks like all of them are level 4 with 1615 health. Except for the ones in Windhelm, this Lugdakh guy and Meden Berendus. Both are rank 2. Is it just me or they are exceptional?   ~ Shuryard (talk) 23:57, 5 March 2015 (GMT)
