Prior to Word from the Throne, she will inform you about the rules of speaking with her king.

Do not presume to waste his time though. He has urgent matters to deal with, and has no time for trifles."

During the quest when you deliver the message from Farvad:

I came to warn him that the dead have risen at Tu'whacca's Throne.

"Truly? Well at this point that should come as no surprise. Nonetheless, I will wait until later to give him this news.
His Majesty is dealing with a crisis here in Sentinel. You might be able to help him...if you are so inclined."

After the quest:

"You seem to be rather sharp, so I will not pretend that everything is all right.
The king is dealing with a crisis that threatens his hold on the throne. I would not bother him unless you are willing to help."
