Veranquel is a High Elf who appears briefly during the stage of The Queen's Decree where Aldarch Tilcalar is announcing to the townsfolk the sequestering of newcomers.

Aldarch Tilcalar: "The Kinlady and I, we have only your best interests in mind. Every guest must be sequestered while we ascertain their suitability for Altmer society."

Daalinden: "The Aldarch's right. Lock up the newcomers!"

Corimin: "Send the newcomers back where they came from ! We don't want them here!"

After the exchange, she'll have a seat on the chair not far from the steps. She cannot be interacted with, and once you leave the area, she is removed from the game.
