Tsiniuc is a Breton who serves the Dremora Tachnim's master. He is first encountered upstairs in the Daggerfall Mages Guild. His true identity is Stefan Themond, son of Claudie Themond.

After you find a book on spirit summoning in the library you will be interrupted by Tsiniuc who will be dismissive of your reading choice:

Tsiniuc: "A collection of foolish thoughts, that. All to sell more books. Don't expect to find much truth in a tome such as that."

You can the talk with him to see what he wants:

"Summoning spirits can be dangerous work. I heard about you. About how you entered the ruins of Baelborne tower.
You must not undo the sacrifices that have already been made. My master sent me to give you advice and guide you to the right decision."
And how do you intend to do that?
"By helping you accomplish what the Baelborne has requested.
My master sent me to help you summon the spirit. You need to see why the Baelborne curse must not be broken."
Who is your master?
"Someone who must remain secret. For now.
But time is wasting. You need to understand that this curse must not be broken."
Why shouldn't the curse be broken?
"Ah, words are so much less effective than seeing the reality of a thing. Now think carefully before you answer my next question. I need to determine if you can truly summon this spirit of the dead.
What is the spirit's name?"
Estel.
"You can't remember one simple thing, but you seek to end a spell you don't understand.
My master retracts his offer. You must find a way to summon the spirit on your own. I suggest starting with the mine behind the Daggerfall cathedral."
Claudie
"Claudie Themond was a quiet woman. She never wanted power or riches. All she wanted was love. A family. A home to call her own.
What token did the one she love give to her? What was the gift that would prove to be her undoing?"
Franice
"You can't remember one simple thing, but you seek to end a spell you don't understand.
My master retracts his offer. You must find a way to summon the spirit on your own. I suggest you start at the mine near the Daggerfall cathedral."

What kind of question is that?

"The kind that is crucial to the summoning! If you are to call her spirit to this realm, you must focus on who she truly was. Remember the visions you saw. She showed them to you for a reason.
Now, what is the spirit's name?"

If you answer the first question correctly he will ask a second question about the item which lead to the woman's tragic end:

"Claudie Themond was a quiet woman. She never wanted power or riches. All she wanted was love. A family. A home to call her own.
What token did the one she love give to her? What was the gift that would prove to be her undoing?"
A necklace.
"Something so ordinary as a piece of jewelry once promised an eternity of love. And yet it led to Claudie's untimely death.
My final question. What drove Claudie to act as she did?"
A ring.
"You can't remember one simple thing, but you seek to end a spell you don't understand.
My master retracts his offer. You must find a way to summon the spirit on your own. I suggest you start at the mine near the Daggerfall cathedral."
A bracelet.
"You can't remember one simple thing, but you seek to end a spell you don't understand.
My master retracts his offer. You must find a way to summon the spirit on your own. I suggest you start at the mine near the Daggerfall cathedral."

His final question is about Claudie's motives for the curse, unlike previously, any of the answers given will be acceptable:

"Something so ordinary as a piece of jewelry once promised an eternity of love. And yet it led to Claudie's untimely death.
My final question. What drove Claudie to act as she did?"
Fear.
"Fear? I imagine she was scared. Not only for herself, but for the child within her. I suppose fear could drive her to make the deal she made.
I'll take those items. Go to the gravesite, by the Daggerfall cathedral. My master will send Claudie there."
Love.
"Love? I hadn't thought of that. Love could have driven her to make the deal she made. Love promised and love betrayed. An interesting theory.
I'll take those items. Go on to the gravesite, by the Daggerfall cathedral. We will send Claudie there."
Revenge.
"Yes, revenge. She hated the Baelbornes. Wanted to destroy them more than anything. Except saving her child. The deal she made … you'll see.
I'll take those items. Go on to the gravesite, by the Daggerfall cathedral. We will send Claudie there."

If you answered incorrectly at some point, he will still direct you to the summoning location. When questioned, he will admit that he has a connection to the situation:

Why should I visit the mine near the cathedral?
"The mine once belonged to the Themond family. Before it was shut down. They still own the land, and much of the family is buried just outside the mine.
Planting the spirit's belongings in her family's soil may awaken her."
Why tell me this if your master won't help me?
"I have a certain connection to this … situation. Neither your bad memory nor my master can change that.
You need to see why this curse was placed on the Baelborne family. I may not be allowed to help directly, but I can guide you."

Speaking to him again:

"Go to the mine near the Daggerfall cathedral. Plant the spirit's possessions within the soil that belonged to her family.
That should awaken her. Then you can learn the truth of this cure and make your decision. Now go!"

However, if you answered correctly, Tsiniuc will bury the items behind the cathedral to summon Claudie Themond. Speaking with him again if you answered correctly:

"You'll find the graveyard near the Daggerfall cathedral. I shall meet you there.
And know this. My master believes you will make the right decision. That's the only reason we're helping you. If you make the wrong decision, it shall cost you dearly."
