Travath is a storm atronach working for the Stonefire Cult that used to appear at the portal outside the guildhall in Dune during the related quest.

Travath would appear during the quest stage directing you to "Close the Portal" outside, all of which was removed sometime before Update 5.
Upon defeating Bayya and destroying the totem, you would go to the courtyard outside the guildhall and close the portal found there. Travath and his conjurer, Nuvondo, would appear together in a spark of lightning to defend the portal. You would have to defeat them before closing the portal with the Sacred Khajiit Fang.
