Rawl'kha Outlaws Refuge is an outlaws hideout situated beneath Rawl'kha.

Second entrance outside the city

One of the entrances is located near the Rawl'kha Wayshrine, underneath Hears-the-Wind's Home. Another door can be found in the wilderness, to the northwest of the city. The refuge is the haunt of the Darkmoon Prowlers.

A book, The Criminal Mind, can be found next to Mingalion, its author. A recipe for Daynila's Corpse-Kebab can be found near Daynila Hlas.
