Tanion is the High Elf headmaster of the College of Aldmeri Propriety, sent by High Kinlady Estre to oversee the institution. He denies allegations that his teachers are abusing the college students, and according to a letter, he sides with the Veiled Heritance.

Nearing him outside the College, you overhear an argument between him and Zaban, a Baandari peddler.
- Tanion: "Get out of my sight. I'm not afraid of your idle threats."
- Zaban: "Just so you know, Zaban is never idle. Good day."
His first greeting will depend on your race:

- "Oh, truly? Consider yourself most welcome, then. Apologies for the brusque greeting. It's been a trying few days."

- "Nonsense. Are we strict? Yes. Do we make the students work hard? Yes.

- "This is not a cafe in Skywatch. This is war!

- "Fine. We have nothing to hide here. Visit the classrooms, spar with our instructors. You'll see our lessons are tough, but fair."
- I'll do that.
Speaking to him again:
- "Hmm? Have you had a chance to look around yet?"
Visit the classes. Exiting the building, you can see Tanion sending one of the instructors away on a task:
- Tanion: "Take care of it before he causes a problem. I will not be threatened by a damn cat."
Should you talk to him before finishing the tour, he'll say:
- "Have you finished your tour yet? Make sure you have a run at some of the students. Can't have you telling the Queen we're slacking."
Having finished the tour, he'll say:
- "So. Did you finish your tour of our little school?"
- I did.
- "What did you think?"
- I can't believe you treat these people like that.
- "You just don't understand. These people are raw, untrained, undisciplined. We must take extraordinary steps."
- Fine. Is there anything else I should see?
- "Nothing comes to mind. Just the student dorms, and I'd prefer you let the trainees study in peace. Thank you for your interest in the college. I'm afraid I must be going now."
- It's a very nice school. I'm impressed. [Lie]
- "Thank you! You have a keen eye for quality. Especially rough, with the chattel we have for students here."
- Fine. Is there anything else I should see?
- "Nothing comes to mind. Just the student dorms, and I'd prefer you let the trainees study in peace. Thank you for your interest in the college. I'm afraid I must be going now."

Speaking to him again after you spoke with Baham:
- "Sorry, I'm far too busy and important to speak with you right now.
Run along."
Meet and help the students then go to Saltspray Cave to save Ilara. Inside, you will hear them talking:
- Ilara: "Why did you throw her in here? She did nothing wrong!"
- Tanion: "You don't belong here, cat. None of you belong here!"
Explore the cave and kill the instructors, and finally Tanion himself.

- Regardless if you have completed Rites of the Queen (where you agree to become an Eye of the Queen for Ayrenn) or not, you only have the dialogue option to say that you "work for Queen Ayrenn."
