Solitude Citizens are Nord residents of Solitude who appear at Castle Dour during the related quest. They are being attacked by the Gray Host's harrowfiends. Two dogs can be encountered during the attack on Solitude, defending citizens from the Harrowfiends and trying to intimidate the harrowfiends.
If you save a citizen who's being attacked, they will either collapse to rest or cheer you on.
