As you enter the village of Vinedusk, you'll hear a bosmer comment about the lack of training her recently slain enemies lacked:

"Should have gotten better training, lads! Better luck next time."

Speak to her and she'll tell you:

"A friendly face! Great day for an invasion, isn't it?"

You're being invaded?

"Oh, yes! An elite division of the Colovian army. Isn't it lovely? Took us by surprise and everything.
I caught these bastards trying to sneak around the side. Such fun."

You don't seem too worried.

"We're the Vinedusk Rangers! We fear no one! Truth be told, there's still a lot to do.
Want to pitch in? Talk to the Captain. Odreth is in the command tree, center of the village."

I'll speak to Captain Odreth.

Speak to her before talking to the captain and she'll quip:

"Give the Captain my regards!"
