They can be witnessed harnessing citizens around Kozanset.

As you approach Foreman Malumah, he will be kneeling in front of a crate while an Orc mercenary questions him.

Mercenary: "What're you doing, foreman?"

Foreman Malumah: "Me? Uh, I'm just practicing. Nothing more!"

Mercenary: "Better not shoot any harpies. That's our job. And you don't want to take our job away, right?"

<The mercenary notices you.>

Mercenary: "What're you looking at? Get lost."

Sometimes you may see an Imperial shaking down Feraj in an alley between the Fighters and Mages Guildhalls.

Feraj: "The days have not been kind to us. You see, the harpies … please, just a few more days! I will pay what you are owed—with interest!"

Mercenary (Male): "I have to be honest with you, Feraj. That's not what I wanted to hear. So it's either the money or your teeth. I'll give you a minute to decide which."

The mercenaries will stand in the middle of the road for a while before returning to harass Feraj.

Mercenary: "Been a while since we heard from you, sweetheart. We started thinking you might have run off. But you wouldn't do that, would you?"

Feraj: "Oh no, I wouldn't think of doing that. We are all friends here—is it not so?"

Mercenary: "Yeah, we're all friends here. You're smart, Feraj. 'Course, being smart doesn't make up for being late. And you are very late."
