Lanovic Giroux is a Breton found east of the settlement of Northglen, on the southeastern road. If you have not already started the related quest when you talk to him, he will give you the quest, and point you to talk to Captain Gaercroft. Talking to Captain Gaercroft also starts this quest, and you will most likely meet him first.

"Do you see this? Reachmen all over Northglen! My family…"

"Our house is just a shell of what it once was….I doubt anyone survived.
But you can save the city. Help the Evermore soldiers keep these animals from going any farther!"

Is there anything I can do?

"I saw a few soldiers by the windmill. They must be setting up defenses just outside the city.
Find their captain, and do what you can to help him."
