Initiate Genele is a Breton initiate of the Society of the Dragon, a fanatical cult devoted to Akatosh. She stands nearby a fountain in Kvatch, preaching the glory of Akatosh to passers-by.

She is later found in the Tower of Judgement.

The word is Boethiah. As in, Boethiah is better than Akatosh and the other Divines combined.

She'll run off after you say your piece.
