Harmild is a Nord member of Edjar's werewolf pack who is found at one of the Gray Host work camps in the Lightless Hollow.

Edjar will ask for your help to free his packmates in return for information to rescue Fennorian from Exarch Tzinghalis' tower. Harmild can be found hacking away at stone with a mining pick while under the careful watch of the Gray Host.

Harmild: "I'm working fast as I can, you bloodsucking bastards!"

After you break the magical chain holding him, he'll thank you before transforming and running away.

Harmild: "Hircine's claws, I thought I'd be digging forever! Thanks!"

Harmild can be found in Werewolf form along with the rest of his pack once you meet with Edjar once more.
