Once you enter the Sea Cave from the beach, you will overhear a Dominion Sailor being defiant in the face of death towards her Maormer captors.

Dominion Sailor: "Soon, I'll be dead. And you'll be back to where you started. With nothing."

Sea Viper Strongarm: "Then you can die screaming."

If you're fast enough, you can keep the Sea Viper from killing her. She'll stand there bound forever.
