Cutpurse's Art sometimes increases the quality of the loot you pickpocket off NPCs.
No precise numbers are known about this passive as ZOS never revealed them and no player has conducted a large-scale test. The general consensus is that indeed, you get more Blue and Purple quality loot and less White quality loot with Curpurse's Art than without.
