Guards?[edit]
The CS lists only two guards, the one that leads you out and the one behind the ladder. Where are the Redguard on deck and the Imperial at the end of the gangplank? --Brf 23:03, 12 March 2011 (UTC)

The guards—pages or not?[edit]
I think the four guards that appear during the beginning of the game should get a page. The only reason that they shouldn't because they fail to meet the criteria for a relevant character. It doesn't matter if they come across like "ordinary John Does that are unnamed and are just doing their jobs". All are related to a quest and provide unique dialogue.
The guard (the second character you see in the game) certainly qualifies as relevant; he provides information, telling you that "This is where you get off" and then orders you to "come with [him].". He also plays a necessary part in the quest—without him to come down and speak to you, the quest cannot advance.
The woman on the upper level of the ship—she apparently is not directly involved in the quest. If you do mess around and linger near her (which is not "normal" gameplay), she will inform you that "The sooner you leave, the sooner [she and her associates] can move on.". She will then ask "Yes, confused?" and then tell you "We're all waiting.". This is information and in its own right makes her a relevant character. But if you consider that refusing to follow the other guard's instructions by remaining inside the ship is simply not normal gameplay, one could say that on this basis, she does not deserve an article, as we don't document non-normal gameplay-related stuff.
The Redguard on the ship tells you that "This is where they want you." and then orders you to "Head down to the dock" and that another guard will "show you to the Census Office.". That's information under the definition of the word. The former is obvious as to why and the latter informs you of what is going to happen.
The fourth guard—the guard you directly interact with to choose your race—he definitely deserves a page for obvious reasons. Plus he has unique dialogue wherein he informs you that in the office, "they'll [Socicius and his associates] finish your release.".
