Mertisi Andavel is a Dark Elf nightblade who sells spells in Tel Branora's Upper Tower to all who need them (you need not be a member of House Telvanni).
He is wearing a common robe as well as a partial set of chitin armor. He carries a silver dagger. Aside from his natural resistance to fire and the sanctuary provided by his ancestors, he knows a variety of spells, which you can buy from him.
