I think that the books about Akavir are foreshadowing something. The passages of Mysterious Akavir hints that whatever forces were there were not as powerful as they are in the time of the Oblivion Crisis. The army could have been massive, or was simply sneaky. The bad weather was totally natural, but, if the Tsaeci can control the weather, it could be the ultimate weapon. Of course, though, if the Ka'Po Tun cornered Tsaeci and wiped it out, they may have the weather control device, so if they invade Tamriel , they may be bringing a storm with them........................
