The People's Library

The Imperial City People's Library is located on the upper level of the Imperial City Elven Gardens District, in the southeast block overlooking the inner courtyard.

As one would expect from a library, it is lined with shelves full of books, spread over several rooms and several floors. The ground floor has two entrances; one leads to the main room, and the other goes to a smaller room. The main room is lined with bookshelves stacked with books; chairs and tables are placed around the room for patrons to sit and read. A set of stairs leads to the upper floors. The smaller room has some bookshelves and a large table with two benches, as well as stairs to the upper floor. The stairs from the main room lead to another room similar to the one below. The other set of stairs leads to a map room that contains maps, atlases, and books about various regions of Tamriel. The map room also has an unwanted guest - a leveled bandit who was sent there to find a treasure chest his friend left. The chest is hidden above the entrance; you'll have to use a series of steps to get there.
